We are proud local Waverley residents with deep roots in the community and a passion for what makes our home special. We are here to bring a fresh perspective to Council, underpinned by a commitment to getting things done.
WE UNDERSTAND
Housing is a critical issue which requires solutions at all levels of government.
We want to make it easier for everyone to live here and for existing residents and their families to stay, by promoting appropriate development whilst protecting the character of our suburbs.
We will deliver prudent financial management to minimise the cost of living pressures already impacting our community.
We know residents love living here and we want to make sure Waverley is THE place to visit through rejuvenating our precincts like Bondi Junction and Bondi Beach.

OUR BOLD VISION
FOR WAVERLEY
1. To ensure the review of our Residential Parking Schemes delivers more on-street parking so that our residents can find parking near their home.
2. To fight Labor’s disastrous housing policy which if implemented will create 6 storey apartment blocks across our local neighbourhood centres and surrounding areas.
3. To focus and deliver on the basics by improving our parks, playgrounds and shared amenities.
4. To manage the Council’s budget responsibly through better project management of infrastructure funds.
5. To create mixed use vibrant precincts at Bondi Junction and Bondi Beach through entertainment zones while protecting residents via management plans.
6. To deliver our housing targets with improvements to local infrastructure so friends and family can continue to live close to us.
7. To reduce our greenhouse emissions and deliver net zero by 2030 through real action on climate change.
8. To increase our tree canopy and improve tree management though planting appropriate street trees in the right locations.
9. We will prioritise the rolling out of FOGO (organic waste collection) to reduce unnecessary landfill and bring us inline with surrounding councils.

Bondi WARD
POLICIES
- Improve Blair Street pedestrian/driver safety by expanding the Bondi 40km/h to include Blair Street as this is a major concern for local residents with kids and older people.
- Implement the promised Bondi local area traffic management study to deliver increased safety and more parking.
- Increase the Bondi Pavilion usage with expanded arts and cultural offerings. Allow busking in specific areas and create a festival vibe to engage young families and working professionals all year round.
- Increase motorbike, electric vehicle spaces and bicycle parking at Bondi Beach.
- Build a basketball court near Bondi beach park or next to the skate park to engage young adults, children and families.
- Introduce hubs for all electric and share bikes to help clear up all the clutter of bikes dumped outside homes.
- Tackle the problem of dumped rubbish by increasing the frequency of on street collection and promoting the ‘your call clean ups system'.
- Expand area 8 resident parking to include both sides of Blair Street West, north to Murriverie Road.
The community is in sharp focus for Michelle Stephenson as she leads your Bondi Liberal team. A working mother with a passion for the environment and our local businesses. She is keen to nurture the fantastic culture and community connection in our area. Olena Valenza an early childhood educator, she will focus on driving progress for young families, while Phillip Occhiuto, a long time Bondi resident and well respected builder, will push for housing outcomes that benefit everyone.
WAVERLEY WARD
POLICIES
- Fight Labor’s disastrous housing policy which if implemented will create 6 storey apartments within a 400m radius of Bondi Road and Charing Cross.
- Revitalise the streetscape of Bondi Road through greening initiatives and enhancing aesthetics with improvements to footpaths.
- Supporting our local businesses within our local neighbourhood centres.
- Address ongoing drainage issues at Waverley Park, improve lighting, implement kiss and ride zones for sport pick up and drop offs.
- Support the investigation for new off-leash dog areas in suitable locations while promoting responsible pet ownership.
- Improve waste management at Bronte and Tamarama beaches during peak holiday periods.
- Improve the Bondi-Bronte coastal walk and investigate options for greater accessibility.
The Liberal team is led by Chartered Accountant Joshua Spicer, a lifelong member of the Waverley community. He is running alongside Brad Cole, Director of a risk management consultancy and dedicated volunteer surf lifesaver with the North Bondi Surf Life Saving Club. They are joined by Susan Werkner Moallem, a Managing Director who has supported small and medium-sized businesses as well as not-for-profits.
HUNTER WARD
POLICIES
- Fight Labor’s disastrous housing policy which if implemented will create 6 storey apartments within a 400m radius of our neighbourhood centres including Rose Bay.
- Improve the flow of traffic in all streets in Rose Bay between Strickland and William Streets by introducing passing zones.
- Upgrade and improve Rose Bay North Village Centre with new footpaths and street furniture.
- Prioritise the introduction of a Plan of Management for our coastal reserves.
- Ensure the DCP protects iconic views in Dover Heights when planting street trees.
- Advocate to the State Government to downzone Diamond Bay.
- Promote social cohesion and develop a Local Government policy on antisemitism.
- Prioritise upgrades to our stormwater system in North Bondi so that our residents are protected from overland flooding.
The Liberal team is led by Cr Will Nemesh who has been on Council since 2017. Will continues to be a strong advocate for our community in delivering improved green open space and greater infrastructure investment. He is running with Dover Heights Precinct Convenor of 15 years and local businessman Dov Frazer. They are joined by Kate Boksovitz, a Dover Heights resident, solicitor and mother of two daughters. With the combination of local and professional experience we are the team to deliver for you.
LAWSON WARD
POLICIES
- Rejuvenate and beautify Oxford St Mall in Bondi Junction.
- Introduce an entertainment precinct in Bondi Junction to promote local jobs and support a vibrant night-time economy.
- Improve waste management at Bronte Beach during the peak holiday period.
- Improve landscaping, grass wear and tear management, and access pathways at Bronte Park.
- Oppose the introduction of speed humps and narrowing of street corners as part of the 40km/h rollout where they intrude on resident’s amenity.
- Continue to protect the Waverley Bus Depot as an integral transport hub for the Eastern Suburbs into the future.
- Introduce hubs for all electric and share bikes to help clear up all the clutter of bikes dumped outside homes.
- Continue to support the Charing Cross, Queens Park and Mill Hill heritage areas - maintain heights, and discourage roof terraces and commercial uses in residential streets.
- Urgently upgrade the public toilets and Community Centre at Bronte baths.
Your Lawson Liberal team is a powerhouse of skills and experience. Katherine Westwood and her husband have raised a family of four children here. When her children were young, she started her business, the Dinner Ladies, in the garage of her home. Lauren Townsend works as a solicitor and has devoted her career to improving access to justice and advocating for human rights. Emma McMillan is a clinical psychologist with a passion to raise awareness and increase accessibility for mental health services.
